To encourage citizens to engage in volunteer service, the Ministry of Health and Welfare will award individuals who have accumulated 3,000 hours or more of service, possess a Volunteer Service Record Book, and hold a Certificate of Volunteer Service Performance. Those who have accumulated 3,000, 5,000, or 8,000 hours or more of service will be awarded the "Bronze Medal Award," "Silver Medal Award," and "Gold Medal Award," respectively, along with a certificate. Each person is limited to receiving one medal of the same rank.
